This is the head of the FDLE that investigated the Haleigh disappearance.

ST. JOHNS COUNTY, Fla. — Less than two weeks after St. Johns County Sheriff David Shoar released a report blasting the Florida Department of Law Enforcement, the head of that agency’s local office is stepping down.

First Coast News has learned that Dominick Pape, Special Agent in Charge of FDLE’s Jacksonville Regional Operation Center, is leaving the agency he has served for 25 years. A department spokesperson confirmed Pape was leaving, saying he had been offered another job

In a complaint delivered to Commissioner Bailey two weeks ago, Sheriff David Shoar accused Rodgers of falsifying his reports, doing “shoddy work” and having “inappropriate conversations” with O’Connell’s family supporting his own belief that O’Connell was killed by her boyfriend, St Johns County Deputy Jeremy Banks. Pape did not escape the sheriff’s criticism.

In the cover letter that accompanied the 150+ page internal investigation of the suicide investigation, Shoar wrote, “in the event that SAC Pape and Agent Rodgers continue to serve as law enforcement officers,” he wouldn’t allow them in secure areas of the St Johns County Sheriff’s Office — without his prior knowledge

ST. AUGUSTINE – The Florida Department of Law Enforcement is investigating a former agent of the year and his boss after the St. Johns County sheriff complained that the agent acted illegally and irresponsibly in probing the death of a deputy’s girlfriend.

FDLE officials placed Agent Rusty Rodgers on paid administrative leave Friday related to his work in the 2010 death of Michelle O’Connell, FDLE spokeswoman Gretl Plessinger told the Times-Union.
