Do select public officials in East Grand Forks and Polk County, Minnesota have ties to the notorious Web hackatvist group “Anonymous”?

And if so – did the officials leak information to assist in the malicious cyber-stalking of a local journalist that reported them to the FBI?

The answer to these questions rests within the bizarre facts and circumstances that befell a Minnesota author immediately after he conducted interviews regarding the kidnapping of a little girl from Florida named HaLeigh Cummings.

That author is me – Timothy Charles Holmseth.

The question is not as perplexing as it seems.

Anonymous

“Anonymous” is a loosely affiliated group of Web hactivists that have become internationally recognized for malicious mischief and hacking. They are infamous for hacking into the accounts of U.S. Congressmen, servers for the United States Department of Defense, FEMA, and the Department of Justice.

Anonymous fell under intense investigation by the FBI in 2012 after becoming involved in a rape case being prosecuted in Jefferson County, Ohio.

Angry about prosecutorial decisions regarding the sexual assault of a young girl by members of the local football team, Anonymous launched an assault against the Jefferson County Sheriff’s Office, Steubenville Police Department, and County Prosecutor’s Office.

The Web group’s willingness to threaten and menace police officers was made clear when Steubenville Police Chief William McCafferty found his computer system disabled by an email attachment he opened. Jefferson County Sheriff Fred Abdalla reported to the Attorney General that someone threatened to murder his family and rape his daughters.

Thriving amidst the Steubenville rape case controversy was an anonymously operated website called http://www.radionewz.net that published volatile information regarding the case; was critical of the police, and accused attorneys of being corrupt.

The website http://www.radionewz.net would harass and harangue the Ohio public officials as they moved forward with charges against two accused members of the football team.

The website http://www.radionewz.net would eventually become a nexus between cyber-stalker and public officials in Polk County, Minnesota.

The Minnesota Connection

The seemingly unlikely relationship between an interstate criminal operation and Minnesota officials was likely established by the hacktavist group’s overt willingness to aggressively confront and intimidate law enforcement in an area where they were committed to controlling the outcome of a situation.

Blackmail and extortion is a trademark tactic of Anonymous. The hacktavists enforce their demands through a method called “doxing” which involves obtaining extremely sensitive and private information about a target – and publishing it. A person that is doxed risks finding everything from their social security number, to court records, to embarrassing photographs, published on the Web.

The difference between the Minnesota and Ohio officials is the Ohio officials contacted the FBI, while Minnesota kept everything hush-hush, played ball, and tried to silence a witness – me.

Evidence of official misconduct in Polk County, Minnesota first surfaced in 2012 when http://www.radionewz.net began publishing sensitive information that was not public. The information originated from official complaints that had been quietly filed to the Minnesota Bar Association and FBI regarding a couple of lawyers and several police officers.

The Complaints named East Grand Forks City Attorney Ronald Galstad, State Public Defender Michael LaCoursiere, Lt. Detective Rodney Hajicek, and Sgt. Detective Chris Olson.

I filed them – and as you will see – for very good reason.

Xentel Inc.

The disturbing reality that Minnesota law enforcement and public officials was cooperating with criminal elements requires we step back to 2009 where we will observe a catalyst event, and then an escalation of activities within the legal community of the 9th Minnesota Judicial District.

Signs of misconduct and unscrupulous behavior by police first surfaced in the spring of 2009, immediately after I conducted interviews with the media team and family members of the missing child HaLeigh Cummings.

Police records show that in June of 2009, Lt. Rod Hajicek, East Grand Forks Police Department (EGFPD), made a menacing phone call to me on behalf of a company called Xentel Inc.

Xentel Inc. is a company with a horrendous reputation and has been sued for fraud by Attorney General Offices across the United States. The Web is saturated with horror stories about the legally embattled scam operation and the fraudulent practices they employ.

Lt. Hajicek states in a Police Incident Report that he spoke with Donna Wagoner, Xentel, Florida. He states that Wagoner called the police to complain about me, and, she requested he telephone me, on behalf of Xentel, to advise me not to write about the Company.

The entry by Lt. Hajicek regarding me is the first real involvement the EGFPD ever had with me (aside from my forgetting to update the tabs on my license plate) – but it would only be the beginning of a civil rights holocaust that would engulf me and my children.

Police records show that Donna Wagoner turned out to be only one of many members of a close-knit group (hereby referred to as the Group) of individuals that suddenly began calling the EGFPD in 2009. Nearly every member of the Group worked for Crystal Sheffield, mother, HaLeigh Cummings.

When Hajicek telephoned me, he attempted to wave me off the story I was working on at that time. It was a story regarding a manipulated photograph of HaLeigh Cummings. The doctored photograph merged two human images together to create the false appearance Crystal Sheffield was holding her daughter HaLeigh, lovingly. It had been published on a website called http://www.haleighbug.com where donations were being solicited in the name of the missing child’s plight.

Donations scams are the proverbial trademark of Xentel.

Per the First Amendment to the United States Constitution, police departments are not free to telephone journalists and pressure them to stay away from a certain subject, but that is exactly what the EGFPD did.

I did not back off and subsequently submitted information I acquired about the chopped photograph to the Minneapolis FBI. I realized the person(s) that Photoshopped the picture may have information regarding the whereabouts of the missing child.

A public records request to the Polk County Attorney’s Office would later reveal Donna Wagoner’s close associate, Art Harris, emailed Lt. Hajicek and requested he arrange for my arrest. Harris was furious the FBI in Florida visited his friend, Donna Wagoner, at her place of employment (Xentel) regarding the photograph.

Harris was also the official media consultant for Crystal Sheffield and was appearing regularly on Nancy Grace and the HLN network to talk about the HaLeigh Cummings case.

Lt. Hajicek told Harris he couldn’t arrest me because publishing was a civil matter, but, appearing to be all ears, he assured Harris he would forward his concerns to the Polk County Attorney to see if there was anything Greg Widseth could do.

The idea that Lt. Hajicek was mulling over an innocent man’s arrest is only the tip of the iceberg, compared to events that would eventually unfold in East Grand Forks and Polk County, Minnesota.

For the next several years I received threatening phone calls and stern warnings from anonymous callers, some using voice changer software, threatening me great bodily harm. I was told to shut up about what I knew regarding the missing little girl.

I reported the threats and harassment to the EGFPD who would do absolutely nothing to investigate. When I executed multiple successful call traces on some of the calls the police still refused to investigate. When I contacted Police Chief Michael Hedlund regarding the matter he ignored me.

I received telephone calls from individuals that guaranteed me they could have the State of Minnesota take my children away from me. I was told to withdraw several complaints I had filed regarding professionals involved with the missing child case, or I would lose my parental rights.

It is notable that taking a child from a parent is the Modus Operandi of the Group that kidnapped HaLeigh Cummings from her father.

This ominous threat emerged as a quasi-reality in 2011 when a barrage of false child abuse complaints was suddenly filed against me, and an Ex Parte Motion to suspend my parenting-time was filed to the Family Court.

I was eventually cleared by Grand Forks County Child Protection Services after the esteemed team of CPS specialists, doctors, and psychologists unanimously signed off on an Affidavit – “No Services Required or Recommended – No Risk Factors for Abuse”.

Not one single checkmark was checked in the concern row.

But the original plan had already been executed.

Before the ink was dry on the original documents of the concocted child abuse story, it was published on http://www.radionewz.net. The anonymous publishers declared the ‘HaLeigh Cummings author’ a violent, dangerous, child abuser and conspiracy nut – mentally unstable – not to be believed.

My reputation as an award-winning newspaper reporter was dissipating quickly amidst online libel, slander, and Web radio programs that discussed me for hours at a time. I was described as a psychopath that jumped out of bushes in parks and raped old ladies. I was compared to the Rev. Jim Jones, Ted Bundy, and Jeffery Dahmer. There was no limit on the defamation, which included accusations of incest and child molestation upon an infant.

The online attack at http://www.radionewz.net that named my minor children, and published HIPPA protected records drew the ire of a Grand Forks forensic psychologist, who promptly telephoned Attorney Michael Jorgenson, Charlson & Jorgenson Law Office, Thief River Falls. He subsequently alerted Honorable Donna Dixon, Judge, 9th Minnesota District that information about minor children was being published on the Web.

But that was not the last we would see of http://www.radionewz.net. Nor would it be the last attempts on my child custody status/ parental rights, which kept coming, diabolically, from cynical depths, deep within the 9th Minnesota Judicial District.

Between 2009 and 2011 I had observed, and fallen victim to, corruption at the EGFPD at such a disturbing level I could easily articulate it using documents – and did.

In the spring of 2012, I provided a detailed statement of facts to the U.S. Attorney’s Office in Brooklyn Center, Minnesota regarding illegal activity I was observing between a Group in Florida and officials in Polk County, Minnesota.

In the winter of 2012, I submitted information to the Minnesota Bar Association after my public defender, Michael LaCoursiere, told me EGF City Attorney Ronald Galstad would have some police officers lie on the witness stand to gain a false conviction against me if I insisted on a jury trial.

Seeking to preserve the integrity of the Complaint I filed in the winter, I kept the entire affair to myself. Only the individuals I reported knew about the report, other than the Minnesota Bar Association and FBI.

Nontheless…

Small facts and details contained in my Complaint began to emerge within the content being published on the x-rated website http://www.radionewz.net.

The content on http://www.radionewz.net is an extremely disturbing journey into the diabolically perverse. The site features photographs and depictions of people in various sexual positions. The anonymous publisher, a cyber-stalker, is clearly a sexual degenerate and obsessed with the concepts of masturbation, sex toys, sexual torture, toilet functions, anal sex, and rape.

The website talked about me and my children constantly, featured my photograph, as well as photographs of my entire family including my aging parents.

At the same time I had filed my complaint to authorities regarding the two lawyers, comments began appearing on http://www.radionewz.net referring to my allegations to the “FBI” regarding a “State’s Attorney”.

The State’s Attorney I complained about was Ronald Galstad. I that Attorney Michael LaCoursiere told me Galstad would have Sgt. Detective Chris Olson and Polk County Deputy Jesse Haugen lie on the stand if I didn’t take an Alford (no-contest) plea.

I had not made any of that information public.

Comments alluding to my Complaints against local officials continued to appear.

Because of the extremely subtle nature of the non-public information appearing on the website, regarding public officials in the 9th Minnesota District, there was no doubt but the anonymous publisher was directly communicating with officials in Northern Minnesota.

Anonymous Raided

On April 15, 2013 approximately a dozen FBI agents raided the home of Deric Lostutter, Winchester, Kentucky. He was targeted by the feds for his involvement in Web crimes and hacking in the Steubenville Rape Case. His computer, hard-drive, and phones were seized. Lostutter would later admit he was a member of Anonymous that went by the name KY Anonymous.

The ripple effect of the FBI raid in Kentucky could be felt. When law enforcement seizes computer drives, they acquire a treasure trove of contact information and associates of the owner. It was the beginning of the end.

In the spring and summer of 2013, various Web programs, Twitter accounts, and attack websites that had regularly targeted me and my family began to disappear from the Web.

In the summer http://www.radionewz.net went offline.

If contact information, being gathered through spidering FBI raids, connects police, lawyers, and public officials in the 9th Minnesota Judicial District to http://www.radionewz.net the FBI already knows.

Public officials in Northern Minnesota involved with factions of organized crime in Florida?

by Timothy Charles Holmseth

In 2009 I learned that that a picture of the missing child HaLeigh Cummings that was scrolling on a website called http://www.haleighbug.com was a Photoshopped fake.

Teresa Neves, HaLeigh’s paternal grandmother had instructed her family advocate, Rebecca Thomas, to call me. The situation was serious because there was an Amber Alert for HaLeigh and somebody was chopping photos of her with editing software to create false images, situations, and scenarios.

I interviewed a Photoshop expert named Elvin Thomas and he explained in detail how the photo was a complete fake.

I contacted ibi Designs, Boca Raton, Florida – they were the company that developed the website that was featuring the fake photo. I spoke with Ed Butera. I explained to Butera that the picture of HaLeigh Cummings published at http://www.haleighbug.com was fraudulent.

Butera assured me that his company was not responsible for altering the photo. He forwarded me the original emails he had received that contained the pictures as attachments.

The emails Butera received had come from Donna Wagoner (Florida) through a business email account at a company called Xentel. I contacted Wagoner at the email address that I received from Butera and asked her the same questions I asked Butera.

Wagoner called the police in East Grand Forks, Minnesota and spoke with Lt. Detective Rodney Hajicek.

The following is an excerpt from the police report.

“On 6/18/09 I Det. Rodney Hajicek I [sic] spoke with Donna Wagoner from Ft. Lauderdale Fl and she stated that she had been receiving emails from Tim Holmseth in East Grand Forks. Tim states that he is an investigative reporter and is bothering Donna Wagoner and the company that she works for about modifying a picture…”

“She asked that I call Tim and explain to him that they want nothing to do with him and inform him that they (the company) does not want him using there [sic] name and attaching it to items on the internet.”

Hajicek further notes in his Report that he called me on the telephone and advised me he had received several complaints about me and would be advising callers to seek harassment orders against me.

I am college educated; an expereinced and award-winning newspaper reporter. I understand enough about the First Amendment to know local police departments do not telephone reporters and jounalists and wave them off stories.

During this same time-window, I submitted the Photoshopped picture of HaLeigh to the Minneapolis FBI.

Now, let’s take a look at the company Lt. Hajicek is assisting under Color of Law.

It should be pointed out that the following are just samples because every complaint filed against Xentel across the United States would fill a small book.

STATE OF MISSOURI VS. XENTEL, INC.
The Missouri Attorney General’s Office sued this company in August of 2003 for violating Missouri consumer protection laws by using manipulative, high-pressure techniques to solicit donations and by making repeated solicitation calls to Missourians on the state No Call List. In May of 2004 the Missouri Attorney General’s Office obtained a court order against Xentel requiring them to pay $75,000 to the state and to implement and maintain procedures to ensure future compliance with state consumer protection and telemarketing laws. On February 4, 2008, the Missouri Attorney General’s Office obtained another court order requiring Xentel to adopt very stringent policies to ensure compliance with the law, as well as payment of $80,0000.

STATE OF COLORADO VS. XENTEL, INC.
Through the unlawful practices of their business, vocation, or occupation, Defendants have deceived, misled, and financially injured consumers in Colorado. Specifically, Defendants have solicited money from Coloradans through the use of illegal and unregistered solicitation campaigns and have repeatedly violated the Colorado Charitable Solicitations Act and other consumer protection statutes. Therefore, the Colorado Attorney General believes these legal proceedings are in the public interest and are necessary to safeguard citizens from Defendants’ charitable fraud and unlawful business activities.

STATE OF IOWA VS XENTEL, INC.
Professional Fundraiser “Xentel” Ordered Not to Make Deceptive Calls in Iowa
“Iowans should see an end to this operation’s deceptive telemarketing for the Iowa Professional Fire Fighters Association and others,” Miller said.
DES MOINES. Attorney General Tom Miller announced today that an Iowa District Court judge has entered a consent judgment and order against Xentel, Inc., requiring the Ft. Lauderdale-based company to stop abusive and misleading practices in its professional fundraising calls and solicitations to Iowans.
Xentel makes tens of thousands of telemarketing calls each year into Iowa on behalf of the “Iowa Professional Fire Fighters Association.”
“Xentel is prohibited from implying their telemarketers are fire fighters or misrepresenting that money will be used locally,” Miller said. “There are many restrictions to prevent deception.”

The consent judgment also provides that local law enforcement or fire departments that experience citizen complaints or other problems with Xentel’s fundraising can ask the company to terminate fundraising in that community, and Xentel must honor the request.

Lt. Hajicek was also in communication with Art Harris, blogger. Harris had been fired from CNN and was running with a band of gypsies in Florida that associate themselves with missing child cases.

Email communications between Lt. Hajicek and Art Harris show that Harris was furious that the FBI had gone to Xentel to question Wagoner. Harris wanted Hajicek to arrest me and the two were clearly discussing the hopes of that happening.

Hajicek told Harris there was nothing he could do to help him, but assured him he would forward his information to Polk County Attorney Greg Widseth to see if anything could be done there.

That means Lt. Hajicek had become aware the FBI was interested in the information I had given them about the photo. With that in mind, continue to observe Hajicek. Despite the FBI investigating information I sent them, and Hajicek having DIRECT EVIDENCE regarding the matter, he continues to pursue me for arrest. He DOES NOTHING to alert the FBI.

When I submitted a document request to Chief Michael Hedlund for the emails between Harris and Hajicek, I was told Hajicek destroyed them. I was subsequently able to obtain copies from Attorney Widseth.

In 2012, Maria Burgun, a wealthy business person from Broward County, Florida met with the Southern District FBI and gave them information she had about the missing child HaLeigh Cummings.

Burgun advised the FBI she had invested several hundred thousand dollars into a biofuels operation. The money subsequently vanished and she believes it was used to fund a fraudulent operation that surrounded the kidnapping of HaLeigh Cummings.

Burgun told the FBI the name of the person that admitted to helping Donna Wagoner Photoshop the picture of HaLeigh Cummings.

In 2011, Lt. Hajicek was still communicating with the South Florida organization. The police department was still receiving out-of-state requests for me to be arrested. Files were still being created by honest officers, and then deleted and destroyed by Hajicek.

In 2011, East Grand Forks City Attorney Ronald Galstad, Sgt. Detective Chris Olson, and Lt. Rodney Hajicek became involved in an illegal out-of-state scheme, carefully orchestrated and deployed to circumvent the Minnesota Court System in the Ninth Judicial District because it would not act adversely against a publisher that was not breaking the law (me).

In 2011, Ronald Galstad signed my arrest warrant.

I refused to plead guilty to his illegal trumped up bogus crap.

In 2012, Michael LaCoursiere, State Public Defender’s Office, told me if I didn’t accept a no-contest plea, Ronald Galstad would have Sgt. Detective Chris Olson and Polk County Deputy Jesse Haugen lie on the witness stand to convict me.

When that plan didn’t work, I reported the two attorneys to the Minnesota Bar, FBI, and a District Judge.

In response, the EGFPD obtained a Search and Seizure Warrant for my home-office and seized my hard-drive.

They deliberately ruined it.

Why are select public officials assisting and protecting an organization like Xentel?

East Grand Forks police detective Rod Hajicek enforcer for organized fraud operation?

Has FBI Task Force been assigned?

by Timothy Charles Holmseth

In the summer of 2009 Teresa Neves, the paternal grandmother of HaLeigh Cummings contacted me through her family advocate, Rebecca Thomas, West Palm Beach, Florida.

Neves wanted me to know that a photograph of her granddaughter, which was scrolling on a website called http://www.haleighbug.com, where donations were being solicited, was a Photoshopped fake.

The picture showed HaLeigh’s mother holding her lovingly, but it was a composite created by somebody using high tech editing software.

I contacted the web developer that published the picture and he assured me that it was not his company that created the fake photo. To prove it, he emailed me the photos that had been sent to him, and I began tracing backward to see where the photo originated.

He had received the photos from an email account registered to Donna Wagoner, an employee of Xentel, Inc. I contacted Wagoner using the email address I was provided, and asked her about the photos. She became very upset.

Wagoner was moonlighting on a team that was working for HaLeigh Cummings’ mother, Crystal Sheffield.

Wagoner called the East Grand Forks Police Department and talked to Lt. Rodney Hajicek. The report filed by Hajicek declares the report is unfounded – it was not a criminal complaint – it was a civil matter.

But then Hajicek does something else.

He telephones me and lets me know that Donna Wagoner doesn’t want me to write anything about her. Hajicek is using the authority entrusted to him as a police officer, and taxpayer dollars, to make courtesy calls on behalf of Xentel, Inc.

But – it’s going to get better folks – way better.

Hajicek also came into communication with the missing child’s media consultant, Art Harris. He had long since been fired by CNN and was running a sleazy Web blog.

Harris had been calling my friends, relatives, and former employers ever since I had interviewed Crystal Sheffield’s media team and learned the truth about the missing child.

Police records show Harris telephoned the East Grand Forks Exponent about me, and whatever he said, it concerned them enough to call the police.

Several years later, when I attempted to obtain the pile of email communications exchanged between Hajicek and Harris, I was advised by Police Chief Michael Hedlund the records had been destroyed. I subsequently contacted Polk County Attorney Greg Widseth and requested a copy of the emails, which he promptly provided.

The emails reveal that Harris and Wagoner and others that had been calling the police on me, were all working on the same team.

But – there is something even more important.

The emails (the EGFPD tried to keep from me) reveal that Harris was furious the FBI visited Xentel, Inc. to question his good friend (Donna Wagoner). He was furious, because the FBI had acted on information they had received from me.

Harris wanted Hajicek and/or Widseth to have me arrested.

Now let’s look examples of what Xentel, Inc. represents.

Cont’d…

Records in the files of the East Grand Forks Police Department show Hajicek remained in contact and communications with these out of state charlatans and fraudsters.

Public records tell the story.

In 2011, Lt. Rod Hajicek, Sgt. Detective Chris Olson, and City Attorney Ronald Galstad had become of the mind they needed to charge me, arrest me, and put me in jail.

The before-mentioned officials played a significant role in a scheme to circumvent the Minnesota Courts (the Minnesota Courts [e.g. Greg Widseth] would not touch a journalist that was not breaking the law) and have me subjected to ‘domestic violence laws’ in a court on the other side of the country, assuring a win by default.

Then – they arrested me – put me in jail – seized my hard-drive and destroyed it.

In 2012, Maria Burgun, Broward County, Florida, met with the Southern District FBI in Florida and shared knowledge and information she had about the disappearance of HaLeigh Cummings.

Burgun told the FBI that the person that assissted Wagoner in Photoshopping the the picture of HaLeigh Cummings for a donations scam, admitted it to her.

Timothy Charles Holmseth had it right the whole time.

East Grand Forks hiding seedy underbelly?

Hajicek and Olson named in federal civil rights lawsuit in 2009

by Timothy Charles Holmseth

Court records show allegations by Timothy Charles Holmseth that his civil rights were violated by the East Grand Forks Police Department (EGFPD) have been brought against the same officers in the past.

In 2009 Rose Mary Delgado sued Lt. Rodney Hajicek and Officer Chris Olson of the EGFPD for violating her civil rights.

Records from the United States Court of Appeals with the Eighth Circuit allege in part: “Hajicek violated her fourth amendment rights because he materially misled the Polk County Court, leading to the issuance of a warrant for her arrest”.

In 2013 the same officers were reported to the FBI, as well as being material participants in a Complaint submitted to the Minnesota Lawyer’s Board.

The propensity for misconduct by the EGFPD is detailed in an extensive Affidavit that was reviewed by a District Judge of the Ninth Minnesota District.

On July 9, 2013 Honorable Tamara Yon granted a request by Timothy Charles Holmseth, to forward a detailed complaint to the Office of Lawyer’s Professional Responsibility; in accordance with an official rule.

Rule 8(b), Rules on Lawyers Professional Responsibility, states,
No investigation shall commence on a complaint by or on behalf of a party represented by court appointed counsel, insofar as the court appointed attorney alleges incompetent representation by the attorney in the pending matter. Any such complaint shall be summarily dismissed with without prejudice. The Director’s dismissal shall inform the complainant that the complaint may be sent to the chief district judge or trial court judge involved in the pending matter. The Judge may, at any time, refer the matter to the Director for investigation.

Although the Delgado lawsuit claimed only the violation of her Fourth Amendment rights, the violations against Holmseth piled up over several years of blatant and gross misconduct and included infringement of the following:
◾First Amendment – Freedom of Speech / Press
◾Second Amendment – Right to Bear Arms
◾Fourth Amendment – Search and Seizure / Search Warrants
◾Fifth Amendment – Right to Due Process
◾Seventh Amendment – Trial by Jury

East Grand Forks Police Chief Michael Hedlund

What did Polk County officials get themselves involved in?

by Timothy Charles Holmseth

In 2010 I was contacted by the Minneapolis FBI. They wanted to interview me regarding information I had regarding a “kidnapping” in Florida.

The kidnapping was of HaLeigh Ann-Marie Cummings.

I was subsequently interviewed for several hours, and provided the FBI audio recordings of various interviews I had conducted with specific individuals. Some of them had been questioned by law enforcement in Florida about their whereabouts on certain days the child had been moved across state lines.

You see…

The HaLeigh Cummings kidnapping was an organized operation by a trafficking underground group with a hub in Florida, and when their operation started to collapse, the group imploded, and they turned on each other; some of them reached out to me.

The primary reason I was chosen (although I didn’t know it at the time) by a select member of the trafficking operation, was because Minnesota has a one-party law regarding the taping of telephone conversations, opposed to Florida’s two-party requirements.

Minnesota’s one-party law allows me to record telephone conversations – even conference calls. The mercenary that called me, did so to create a visible relationship with me, so he could then scare the hell out of other members of the Group by making them believe his media guy in Minnesota captured ‘other’ conversations they had on the phone regarding the missing child.

Essentially, the mercenary used the fact he talked to me; to blackmail other players.

That’s why the FBI contacted me – they handle interstate kidnapping and human trafficking. I turned over audio conversations to the FBI that included conference calls between the players. Some of the players were arguing and threatening each other.

Members of the group were captured discussing events, names, dates, places, and times. They talked about kidnapping, murder, interstate trafficking, Satanism – you name it. At one point, the Agent said they might need to fly me down to Jacksonville, Florida so they could interview me further.

Now – if you look at the records of the East Grand Forks Police Department (EGFPD), you will find police incident reports from individuals calling in from out of state against me, beginning in the spring of 2009.

It includes the same people!

Therefore…

Members of the same Group the FBI was asking me to give them information about in February of 2010, had already been calling the police on me in 2009, and trying to have me arrested.

When the Group began to collectively stalk, threaten, harass, blackmail, and extort me the EGFPD would not do anything to help me. – Even after I used call trace to capture some of the telephone numbers.

Lt. Rod Hajicek, EGFPD, was apparently becoming quite cozy with some questionable individuals, and in time, EGF City Attorney Ronald Galstad, would become equally as enthusiastic about nurturing these out of state relationships.

There are no records that Police Chief Michael Hedlund, Lt. Rod Hajicek, or City Attorney Ronald Galstad ever contacted the FBI to alert them to the sudden eruption of calls to police about me that came in immediately after I (career journalist) had conducted a few interviews regarding the missing child from Florida.

By 2011 the police department was entirely infested with corruption and lay siege to me and my publication.

Galstad and Hajicek had me arrested, although they did not establish Venue, to do that. They didn’t have the legal authority to make that arrest, so they just did it anyway, with a plan to use their man in the Public’s Defender’s Office to complete the framing process.

In 2012, Michael LaCoursiere, public defender, 9th Minnesota District, told me if I didn’t accept a no-contest plea, City Attorney Ronald Galstad would simply call Sgt. Detective Chris Olson, EGFPD, and Polk County Deputy Jesse Haugen to lie on the witness stand and assure a conviction.

I subsequently reported their conduct to the Minnesota Bar Association and FBI.

On December 14, 2013 the EGFPD obtained a Search Warrant for my home-office, seized my hard-drive, and destroyed it.

Second investigation underway regarding official misconduct in Polk County, Minnesota

July 14, 2013; East Grand Forks, MN: East Grand Forks Police Chief Michael Hedlund notified Timothy Charles Holmseth that he is looking into Holmseth’s allegation that his hard-drive was destroyed while in police custody. “We will be looking into this matter. I will contact you again after we have had a chance to review this situation,” Hedlund said, in a July 10 letter to Holmseth.

The destruction of Holmseth’s property is a very small part of an ongoing problem.

On July 9, a judge with the 9th Judicial District forwarded a detailed Affidavit of misconduct allegations to the Minnesota Lawyer Board submitted by Holmseth regarding the East Grand Forks City Attorney, and a State Public Defender. According to Holmseth, Attorney Michael Lacoursiere, state public defenders office, told him EGF City Attorney Ronald Galstad would call Sgt. Detective Chris Olson, EGFPD, and Polk County Deputy Jesse Haugen to lie on the witness stand if he insisted on going to jury trial.

Holmseth has also asked Hedlund why his Department would not identify the source of harassing and threatening phone calls he received.

by Timothy Charles Holmseth

“Who is this little girl” the woman asked, as she gently flipped through the pages of my book, which was sitting on the counter of Fine Print Inc. in Grand Forks.

She was really just kind of talking to herself.

“HaLeigh Cummings,” see said inquisitively, turning some pages, as she read the title to herself, noting aloud with interest the child was from “Florida”.

The secretary at Fine Print, who had many chats with me during the development of the book, overheard her, and kindly sought to offer some insight.

“She’s a little girl from Florida that … she … she … well … she’s their Dru Sjodin,” she said.

I don’t remember the names of either of those two lovely ladies, but I have never forgotten that brief exchange. It reminded me of how important HaLeigh is to so many people, far away, and I felt a sense of humility at that moment that I have never been able to articulate.

Of course…there is not a heart in North Dakota or Northern Minnesota that does not still ache and stir with pain when Dru Sjodin’s name is spoken, or her photograph is seen.

Thankfully…on the justice side of that tragic story, we find our system spoke loud and clear to the value we still put on human life, and on August 30, 2006, Alfonso Rodriguez, Jr. was convicted in federal court of murdering Dru Sjodin. On September 22, 2006, he was sentenced to death.

Thank the Lord that justice was served.

But I’d like to invite you to ponder a thought.

Try to imagine the public outrage that would have ensued if the Rodriquez case had been tainted, lost, or thrown out because law enforcement officers were caught engaging in misconduct.

The worst thing the public can do is turn their collective heads when police officers and government officials hijack the system, view themselves as above the law, start acting cute, and manipulate the law for their own selfish purposes.

Growing up in a small town in southern Minnesota, I recall a Faribault County criminal case where a young punk broke into an un-occupied home, stole a car from the garage, and seeking to cover all his tracks, he burned the house to the ground.

All the felony charges were subsequently dropped because the Prosecutor went on vacation and missed specific filing dates. The family stood in the proverbial, and literal, ashes, of their entire life, devastated that the guilty man was allowed to simply walk away.

I remember reading the letter to the editor the homeowner wrote to the newspaper as she talked about keepsakes and baby pictures they would never get back; she called for the Prosecutor’s resignation.

Indeed, public officials all too often develop a grossly exaggerated sense of themselves, and if it goes unchecked, it can literally become a public safety issue.

I’ll tell you why I say that.

In October, 2012 Attorney Michael LaCoursiere, public defender, 9th Minnesota District, casually told me he hoped East Grand Forks City Attorney Ronald Galstad wouldn’t have Detective Sgt. Chris Olson, EGFPD, lie on the witness stand against me.

He was half smiling when he said it.

LaCoursiere talked about Sgt. Olson lying on the witness stand like some people might chat about the weather. The moment he spoke those words to me I knew something was wrong – and I was trapped in a lion’s den. He had planted a seed – knowing it would take root and grow so he could exploit it later.

I wasn’t particularly worried at the time because the State did not have a case against me and I knew it. But I guess they didn’t need one.

On the day of my scheduled jury trial, LaCoursiere used coercion and high pressure techniques to force me into accepting an Alford plea. He told me Ronald Galstad had a couple of cops that would lie on the stand if I insisted on having a jury trial.

We all knew, however, that the true issue between me and the police department was information I had uncovered about Lt. Rod Hajicek. Sgt. Olson and others while working on my book.

When I submitted an Affidavit to the Minnesota Bar Association and FBI about the threat to use perjured testimony from police, the City of East Grand Forks obtained a Search and Seizure Warrant, violently entered my home-office and took my computer. As I recall, Sgt. Olson was the first one through the door.

Nothing illegal was found on my computer, I was subsequently charged with no crime, and the City agreed to give me my property back if I withdrew my formal complaint against them. When they returned the hard-drive to me it was ruined.

Why did they want a conviction so bad?

I’ll tell you.

Police incident reports at the East Grand Forks Police Department show the police received calls about me from out of state from people I had interviewed for my book. Some of the callers, at that very time, were under active investigation by the FBI and had been questioned by the Putnam County Sheriff’s Office for their suspected involvement in the kidnapping of HaLeigh Cummings.

Yep.

Kidnapping suspects were actually calling the East Grand Forks Police up on the phone and starting relationships – some that lasted years.

Of course we always hope an event at the level of Dru Sjodin will never happen again; and God knows we would be in serious trouble if it does. The stories of incompetence and blatant corruption in East Grand Forks and Polk County are many and ongoing.

It’s hard to imagine what a skilled defense attorney could do to police officers that think and act in criminal patterns and lie with great pride.

My outrage expressed for now, I’ll leave you with a small piece of irony that occurred to me today.

Local officials went to an extraordinary amount of effort to gain access to my home-office, so they could seize my hard-drive and ruin it.

Yet, everything I wrote here came from memory, except what came out of an envelope buried in a pile of documents from long ago.

It was something I had scribbled down in pencil on a Burger King napkin in my car in 2010 after someone said something about HaLeigh I thought was important.

East Grand Forks City Attorney Ronald Galstad Faces Judicial Review

The Polk County Underground Railroad

by Timothy Charles Holmseth

If you stand in just the right spot on the Riverwalk in East Grand Forks, Minnesota, you will be treated to a most splendid view of the Kennedy Bridge where it gracefully straddles the mighty Red River.

There’s something triumphant in the sight that cannot be put to words – God’s glorious like that.

And yet…

I remember the day cars were parked down along the side of the river, while others rolled ominously along – something there was amiss. A boat was slowly moving around the waters below the large structure – the men were pushing large sticks into the water – people looked at each other but did not need to speak

Everybody knew.

Indeed, perception is reality.

Many a true love has sat on a bench beside shining waters and dreamed pretty dreams as it slowly rippled past. But time respects no person, and soon enough, we all must face what lies just beneath the surface.

In many regards, any beautiful illusions I had in life were shattered in 2009, when I faced those proverbial dead eyes rolling in the deep, reminding me of what lies beneath.

How so?

Well – I answered my telephone one day, and was inadvertently brought into a federal kidnapping case through journalistic interviews I ended up doing with people involved in the disappearance of a little girl from Florida named HaLeigh Cummings.

This was really bad stuff.

I was interviewed by the Minneapolis FBI in 2010 and provided them with the recorded interviews they wanted of the suspects. I later wrote a book that told the world the truth – and, brought hells burning rain onto me.

My eyes had been opened and I saw many things.

And now I’m going to tell you about the Polk County Underground Railroad.

If you stand in just right spot on Demers Avenue in East Grand Forks and look up, you’ll see where it begins.

To help get you oriented, I will direct your imagination and attention to the aisles of Sam’s Club where two men – a lawyer and his client – are walking along slowly – chatting.

‘Oh, you don’t have anything to worry about,’ the lawyer says, slowly pushing a grocery cart.

Michael LaCoursiere was the court appointed lawyer assigned to me by the State Public Defender Office in the 9th Minnesota District – he would be representing me in a jury trial that was coming up, and we were spending some together to tie up any loose ends.

Paraphrasing pre-trial conversations I had with LaCoursiere is not difficult. Our conversations and trial preparation were relatively infrequent, short in duration, and rather boring.

Attorney LaCoursiere assured me the State had a gaping hole in their case and the strategy to win was for us to – well – show up. ‘As soon as the Prosecution rests, I will stand up and ask for a Judgment of Acquittal,’ he told me.

We didn’t even need to put on a defense.

The State’s case was a sick joke and should have never been brought against a journalist and author for a myriad of reasons that will remain for another time. At any rate, LaCoursiere simply smiled and said “Galstad knows his case has problems.”

He was referring to East Grand Forks City Attorney Ronald Galstad.

I knew Attorney LaCoursiere was correct in his legal assessment of the matter, because I had sat down with a lawyer from Roseau regarding a separate matter involving my work as an investigative author. When I explained the facts of the criminal case, he told me what was going to happen in the trial, and he mimicked everything LaCoursiere told me.

My jury trial was scheduled for October 29, 2012 at the Polk County Justice Center in Crookston, Minnesota.

The day had come – it had been almost a year since I had been charged, and I never worried once – my lawyer laughed at the State’s so-called case.

And now… well…

Now – I am going to show you how the dangerous and depraved minds that run the Polk County Underground Railroad, operate.

Most everyone, at some time or another, has known someone that told a story about somebody they knew that was ‘framed’ by police – ‘set-up’ if you will – commonly described as being ‘railroaded’.

The facts that surround the proverbial ‘railroad’ are elusive, and as the old saying goes, ‘everyone in jail is innocent – just ask them’.

Indeed – in most instances the self-proclaimed victim is just an irresponsible adult king-baby that is not willing to accept responsibility for his own behavior.

But ladies and gentleman – ‘railroading’ is real – and I know because law enforcement and select public officials in Polk County, Minnesota tried to do it to me.

Now – it will be refreshing to the reader that I say they ‘attempted’ – because I caught them, folks! I caught them, and now I’m going to show you how they do it.

I am going to tell you who they are, where they work, and show you exactly how they do it.

Before I begin with elaborate details, I’m going to let the cat out of the bag.

The State Prosecutor and the Public Defender are in cahoots with each other.

That’s the secret behind the parlor trick – and that’s what they are doing folks – parlor tricks. They always get away with it because they are slick as magicians when they pull this crap.

It may appear on the surface the Prosecutor and Public Defender are adversaries, and in most situations they likely are, but in a corrupt situation, the railroad is accomplished through collusion between the Prosecutor and Public Defender.

I have already given you a little background on what Attorney LaCoursiere had to say to me about the State’s case, so you have a baseline.

Now…

On October 29, 2012 Michael LaCousiere walked into a conference room at the Polk County Justice Center where I sat waiting – my seventeen year-old daughter was with me – I was ready for my trial.

He sat down and sighed.

“I can make this all go away” he said.

What? I thought.

What?

I was confused.

Huh?

Make what go away?

I had no idea what he was talking about. He was uncharacteristically wide-eyed and shaking his head. He looked like somebody just shot his dog.

“They want you put in prison,” he said.

Now – folks – I am a 45 year-old father with no record and was charged with a freakin’ Misdemeanor okay? – this wasn’t the O.J. or George Zimmerman Trial – I just crinkled my forehead.

LaCoursiere continued with urgent talk about a plot against me and cynical discussions about prison. In sales and marketing terms, the proverbial ‘pain and discomfort’ had been introduced – and then came the proverbial ‘solution’ to all my problems.

‘They’re willing to go with an Alford plea,’ he said, suggesting I take an offer that is the equivalent of a ‘no-contest’ plea. I shrugged it off – I hadn’t just fallen off the turnip cart and we had talked about trial for a whole year – I was ready to roll.

LaCoursiere proceeded to tell me and my seventeen year-old daughter about a far-reaching plot to shut me up. Even people from out of state were involved.

“Nobody will listen to you if you’re in prison,” he said, referring to the HaLeigh Cummings matter.

He then asked my daughter what grade she was in. She replied she was a senior in high school at East Grand Forks High. “Oh, do you know Rachael Galstad,” he asked.

What and the hell?

I am going to trial in 15 minutes, on what is no less than the extension of an interstate fraud being perpetuated against me, at the hands of a corrupt police department, and my Public Defender is asking my daughter if she knows the Prosecutor’s daughter?

Absorb that, folks.

He proceeded to tell me that he and Ronald Galstad shared great college memories, and he smiled huge as he told us how he remembered when Rachael Galstad was “born”.

Okay – this is getting freaky weird.

I became very uneasy, because LaCoursiere already knew I had reported Attorney Ronald Galstad, Detective Chris Olson, and Lt. Rod Hajicek to the FBI for crap I knew they were doing.

He was sending me a message, folks.

They needed a conviction on me so I could be discredited, and thus, no longer pose a threat to them.

But, nonetheless, I had already been threatened with death and great bodily harm for refusing to shut up about what I knew regarding the missing child; I wasn’t impressed with the prison threat-talk and shrugged it off.

I asked LaCoursiere if any key witness showed up and he wouldn’t give me a straight answer. I expressed I was ready to follow the plan we had for a year.

LaCoursiere became more and more animated, and his tone became more cynical and desperate. He seemed to have a personal interst in me agreeing to an Alford plea.

I stayed to the plan.

He then told me “Galstad” would probably call Polk County Deputy Jesse Haugen to lie on the witness stand.

“I thought it was Chris Olson who lies on the stand,” I said.

I was referring to a pre-trial conference we’d had where he had told me he hoped they didn’t have Detective Chris Olson, EGF PD, appear in uniform to lie. He talked about Olson lying as if it was common.

Indeed – Detective Chris Olson is bad news – the evidence I have is for another time.

Looking back later – I was able to see the seeds were actually being planted during conversations long before October 29th. Or should we say – the tracks to the Polk County Railroad were being put down.

‘Maybe both of them will testify,’ LaCoursiere said.

Of course – LaCoursiere should have been reporting this information to Honorable Tamara Yon who was the presiding judge. But he didn’t do that – he passed the threats along to me and told me to rely upon them.

I was then reminded by LaCoursiere I am a single-father, my kids needed me, and I would be no good to anybody in St. Cloud State Prison.

Remember – I am charged with a Misdemeanor and LaCoursiere is talking about me growing old in state prison. “They’re going to get better and better at this,” he said, again warning me that factions had aligned against me.

I was out of time.

I agreed to the Alford plea.

But the plan he warned me about was in full effect, folks – and he was part of it.

When we went into the courtroom, I agreed to the no-contest plea.

And then, Ronald Galstad did something, that at the time, I thought was rather odd.

He asked the Judge if Michael LaCoursiere could be kept on as my appointed lawyer until after the Compliance Review hearing that was scheduled for December 12, 2012.

LaCoursiere just sat quiet looking down (perhaps he was lost in his warm memories of Rachael Galstad being born).

I would later learn from LaCoursiere’s supervisor, Attorney Kip Fontaine that LaCoursiere’s representation of me actually ended that day, per policy.

He wasn’t supposed to be my lawyer anymore. If events transpired that required I have a lawyer, the application process would start over.

Galstad wanted LaCoursiere to be my attorney, and I will show you why.

On December 10, 2012 Lt. Rod Hajicek, EGFPD, hand-delivered to LaCoursire, a Motion quietly drafted by Galstad, requesting the Court adjudicate me guilty.

LaCoursiere did not call, email, text, or send a smoke signal to me about the Motion. Galstad had not provided any Discovery to demonstrate what I had done to be in non-compliance, nor did LaCoursiere demand any.

My own lawyer kept me in the dark – he was my Judas.

But, I found out about what they were going to do to me, because on December 11, 2012 I received a copy of the Motion in the mail from the Polk County Court Administrator.

I contacted LaCoursiere by email that night, before the tentative frame-up, and handed him his ass. He didn’t dare carry though with his role in the plan, because if he didn’t do his job, I was going to stand up and hand Judge Yon the email I sent him.

LaCoursiere asked for a continuance and Ronald Galstad threw a temper tantrum right there in the courtroom. He yelled and banged his hand on the table, insisting on an impromptu Evidentiary Hearing, but the Judge told him no, it would continued, and didn’t even give him a Puffs, milk, or animal crackers.

Now watch this real, real close.

Two days later my telephone rang. It was LaCoursiere and he wanted to discuss my case. We chatted a bit on the phone, and then he suddenly and abruptly terminated the call, saying he had another call coming in – he hung up.

We’ll get back to that in a minute.

Now…

Approximately 45 seconds after Lacoursiere dropped the call, my door was being pounded on and a voice was yelling “POLICE!” – “WARRANT!”.

Four EGF PD officers in bullet proof vests ran over the top of me, one of them pushing a piece of paper into my chest yelling “WARRANT! WARRANT! WARRANT! ” like I was hard of hearing.

One officer tried to gain entry to the bathroom where my minor daughter was undressed. He told her she was lucky she was a minor or he would have kicked the door in.

They had come with a Search Warrant to seize my computer, hard drive, cell phone, work product, mail, etc.

Of course – it was just harassment and intimidation. I did not have anything illegal on my hard drive. The City did not request the Search Warrant until after I caught them trying to run their railroad.

They had seized a ‘bargaining chip’ they would later use to coerce me into withdrawing a Complaint I had filed to the Minnesota Bar Association.

On April 26, 2013, per an agreement that had been brokered by a second public defender, Bruce Ringstrom Sr., my property was returned.

The hard drive was ruined.

Now, let’s return to LaCoursiere’s telephone call to me that he made just before the police demanded entry to my home-office.

Guess what – the EGF police officers were standing outside my door listening to me talk to my attorney – Detective Chris Olson was running the show.

Why is that significant?

I’ll tell you.

In the formal police report filed by Detective Aeisso Schrage, which I had to fight to finally obtain, because Chief Michael Hedlund told me I was under investigation, there is a very interesting entry. Schrage quotes me talking about the pending criminal case with my attorney – attempting to use my own words to incriminate me.

Now – obviously – my attorney-client privilege rights were butchered and died an unnatural death right there on the spot.

So – is there any way this can get worse?

Yes – Schrage used quotations marks and all-caps to emphasize what he claimed I was saying on the telephone about my case, so it could be used against me in a court of law.

But guess what?

I recorded the whole telephone call with LaCoursiere, and nowhere during the entire duration of the call do I ever say the words the officer quoted me as saying.

On July 9, 2013 Honorable Tamara Yon, at my request, forwarded my Affidavit to the state investigator at the Office of Lawyers Professional Responsibility.

May God bless her.

May God bless all the missing children HaLeigh Cummings represents.

And may God watch over the citizens of Polk County, Minnesota with these goblins lurking around.

What else can an old Irish guy say, but perhaps quote my love from another life, Dolores Keane.

“…hard times, hard times, come again no more – many days you have lingered around my cabin door, hard times, come again no more…”

PRESS RELEASE

District Judge sends attorney misconduct allegations to state investigator for review

July 11, 2013; East Grand Forks, Minnesota: East Grand Forks City Attorney Ronald Galstad, and Michael Lacoursiere, a public defender for the 9th Minnesota judicial district, face formal judicial review of their conduct. The two attorneys are accused of coercing a Defendant to plead no-contest, under threat of false conviction via perjured testimony by uniformed police officers. According to Timothy Charles Holmseth, author, East Grand Forks, Lacoursiere told him that Galstad would call Sgt. Detective Chris Olson, EGF PD, and Polk County Deputy Jesse Haugen to lie on the witness stand if Holmseth insisted on a jury trial.

On July 9, 2013 Judge Tamara L. Yon, 9th Minnesota District, forwarded the formal Complaint submitted to the Court by Holmseth to the Minnesota Lawyer’s Professional Responsibility Board in accordance with:

Rule 8(b), Rules on Lawyers Professional Responsibility, states,

No investigation shall commence on a complaint by or on behalf of a party represented by court appointed counsel, insofar as the court appointed attorney alleges incompetent representation by the attorney in the pending matter. Any such complaint shall be summarily dismissed with without prejudice. The Director’s dismissal shall inform the complainant that the complaint may be sent to the chief district judge or trial court judge involved in the pending matter. The Judge may, at any time, refer the matter to the Director for investigation.

Holmseth alleges that several members of the local legal community, collectively harassed him and attempted to set him up, after he first reported the local corruption to the Minnesota Bar and FBI.

On December 14, 2012 the EGF PD violently entered Holmseth’s home-office with a Search Warrant and seized his computer and hard-drive. Holmseth was required to withdraw his first complaint against the officials, in an agreement to have his property returned. When his hard-drive was returned; it had been ruined.

The detailed time-line of events submitted by Holmseth to the District Judge contains information that indicates at least one member of the Minnesota Public Defender’s Office is actively coordinating with a State Prosecutor and local police to frame Defendants.

On December 14, 2013, moments before entering Holmseth’s home-office, four EGF PD officers, including Sgt. Detective Chris Olson, stood quietly outside the door of Holmseth’s home-office, while, simultaneously, Attorney Michael Lacoursiere telephoned Holmseth to discuss intimate details of his legal case. Detective Aeisso Schrage, with his ear to Holmseth’s door, later quoted Holmseth in his official report – attempting to incriminate him.

Because Holmseth had already become suspicious of Lacoursiere, he recorded the phone call, and the recording proves Detective Schrage quoted Holmseth, using actual quotation marks and all caps, saying words that were absolutely never spoken.

District Judge sends attorney misconduct allegations to state investigator for review

HaLeigh Cummings book author warned police would be called to lie on the stand if he went to trial

Did East Grand Forks City Attorney Ronald Galstad, and a public defender employed by the State of Minnesota, Michael Lacoursiere, get caught breaking the law?

The two attorneys have been formally accused of serious misconduct in a formal detailed complaint submitted to a 9th Minnesota District Judge.

The complaint was filed by Timothy Charles Holmseth, author, East Grand Forks.

Holmseth filed the first Complaint directly to the Minnesota Bar Association (Office of Lawyers Professional Responsibility) in March, 2013 and received a dismissal, which read:

Rule 8(b), Rules on Lawyers Professional Responsibility, states,

The Director’s dismissal shall inform the complainant that the complaint may be sent to the chief district judge or trial court judge involved in the pending matter. The Judge may, at any time, refer the matter to the Director for investigation.

Holmseth re-submitted the Complaint in June after the police ruined his hard-drive.

In a letter dated July 9, 2013 to all Parties, Honorable Tamara Yon stated she forwarded the allegations to OLPR.

Galstad and Lacoursiere, who are long time friends, have been accused by Holmseth of conspiring to coerce him into surrendering his Constitutional rights. Holmseth says he was coerced into pleading no-contest, or else face un-lawful conviction via perjured testimony by police officers.

According to Holmseth, Lacoursiere joined him in a conference room at the Polk County Justice Center in Crookston, five minutes before the Jury was to seat, and told him Galstad would solicit perjured testimony from local law enforcement officers if Holmseth refused to plead no-contest.

Holmseth and his daughter, Marina Holmseth, who was also present at the meeting, assert that Lacoursiere told him Galstad knew he could not win the case at trial.

Lacoursiere told Timothy Holmseth that Galstad was going to call Detective Chris Olson, EGF PD, and Polk County Deputy Jesse Haugen, to lie on the witness stand if Holmseth persisted on having a jury trial.

Holmseth resisted the coercion and expressed he still wanted a trial. Lacoursiere continued to badger Holmseth, and told him there was plan to have him put in state prison. He told Holmseth an Alford plea would protect him.

According to the detailed complaint, the coerced plea deal set the stage for a series of failed attempts by Galstad, Lacoursiere, Lt. Rod Hajicek, and Detective Chris Olson to frame Holmseth.

On December 14, 2012 the EGF PD had become desperate to intimidate Holmseth, who had begun requesting public records and was preparing to expose the officials for misconduct.

The EGF PD obtained a Search Warrant for Holmseth’s home-office and seized his hard-drive. The hard-drive contained nothing illegal, and was taken to be used as leverage against Holmseth, so he would agree to drop his complaint against the two lawyers and police.

During the search and seizure, Detective Chris Olson rummaged through powerful legal research containing case law he found sitting out, and asked Holmseth who gave it to him.

Detective Olson asked Marina Holmseth where she worked and she provided the name of a Grand Forks restaurant. The next morning, Olson showed up at her workplace, for the first time ever, and she had to serve him.

When Timothy Holmseth retrieved his seized property, Detective Aessio Schrage boasted he had read all of Marina Holmseth’s text messages to her boyfriend.

Timothy Holmseth’s lawyer (at the time) Bruce Ringstrom Sr., advised Holmseth to obtain a lawyer to sue the police because they illegally took his daughter’s telephone and damaged his property.

Timothy Holmseth and his daughter have both offered to take polygraphs regarding the threats made by Galstad and Lacoursiere to call police officers to lie.

Updates on this matter are forthcoming.

Note: This is a press release written by Timothy Charles Holmseth in the first person.
